Preface
We are born at the Fareast Limbuwan territory of Nepal and grown up there. Then after we became adult, owned by our will or under compulsion we have left our paternal motherland Limbuwan territory and are living at various countries (abroad) of the world for livelihood earning and this is known to all. Although we are Limbu and our motherland is Limbuwan. Limbuwan has generated us, which we should not forget forever. Therefore for the expansion of our such instinct whereas philanthropic deeds. We the resident of United Kingdom should help and provide up past to make capable, strong and self-dependent and to activist at creative works to all. Wherever we live, we should always perform service to all is our motto. According to the Human Right declaration, our country Nepal as adopted federalism removing 240 years long centralized unitary regime. After the 11 Years long peoples war on 2062/063 B.S. (2005/006 A.D.) 19 days peoples revolution was conducted all over country which has energized us to protect the national institution and as per the result of peoples revolution mass people has expressed their opinion freely for national integrity and multi language, multi religious, multi tribal and multi cultural democratic federal republic state all the Nepalese people with Limbuwan People. We Limbuwani People who are living in United Kingdom should acquire language, religious, social economic, catwalk and political rights in democratic federal republic system within Nepal is our motto, and to achieve the said objectives an organization of the Limbuwani Citizens of United Kingdom should unite. Therefore on September 8, 2009 A.D. We Limbuwani civil has decided to incorporate an organization “Limbuwani Autonomous Civil United Society UK” and after preparation of this status we have approved and executed it Sunday March 4, 2010 A.D.
Amendment
The first convention of this Limbuwan Autonomous Civil United Society UK has approved this status on 2010 A.D. and in it the second conventions has amended some sections and are execute.
Unnecessary words like regional are amended and branch is only kept on it.
The new chapter at this status is not included but section 14 A, 19 A, 19 B like Sub Sections are added and necessary sections are incorporated on it.
Section 2, 4, 14, 16, 18 &19 are amended after including their some Sub-Section.
Chapter-1
Brief name and effectiveness.
The name of this organization will be Limbuwan Autonomous Civil United Society UK” in short form it’s name will be “LACUS UK”.
This status will be executed immediately from the date of approval by cementation/general Meeting.
This Status will be executed within concerning Organization.
Definition:
If “Status” shall denote this status of “Limbuwani Autonomous Civil United Society UK 2010 A.D.
“Organization” shall denote the Organization Limbuwan Autonomous Civil United Society UK.
“Rule” shall denote the rule, which will be made under this status by executive Committee.
“Founder Member” shall denote those members who are the Executive Members at Executive Committee while this Organization is establish.
“Executive Committee” shall denote the Committee, which is formed under status for the operation of functions of Organization.
“Member” shall denote the elected members, active members & general members also as per this status.
“Limbuwan” shall denote the territory east from Sankhuwa-Arun, Koshi, west of Mechi River, north of India, south of China, named 17 Thum (Seventeen Thum) or at present 9 district.
“Civil” or “Limbuwani” shall denote the people of all caste and creed gender and class who are residing within Limbuwan Zone.
“Society” shall denote the group of Limbuwani residents who are residents who are residing within United Kingdom.
“Convention” shall denote the groups of Limbuwani who avail gather as per section 10 of this status.
“Council” shall denote the group of Limbuwani who will gather as per section 12 of this status.
“General Assembly” shall denote the gathering of Limbuwanis as per section 14 of this status.
“Official” shall denote only to Chairperson, Vice Chairperson, Secretary General, Secretary, Treasurer, Co-Treasurer & Communication chief.
“Branch Committee” shall denote the working committee formed under section 18 of this status.
“Regional Representative” Shall denote the members who will represent from the members who will represent from that place where Branch Committee are not formed.
Chapter-2
Objective
This Limbuwan Autonomous Civil United Society UK will perform the following functions under the Act, regulation, rule and direction of Government of Great Britain UK.
Frequent Contact and meeting of Limbuwani people will be conducted for unity and paternity among them who are residing within various places of UK
Will form exploitation Less multipurpose and equality oriented society after abolishable likewise all type of discrimination.
Will make active to the society through social and awareness programs.
Will develop the mutual relationship among various tribes of Limbuwan and will develop the common feelings about Limbuwani.
Will adopted the policy to encourage the people who has provided their valuable contribution or to them who has performed excellent work at the various field of the society.
To conduct various social and philanthropic functions by the society necessary regional, branch committees will be opened.
Policy: Following policies and philosophy will be of this Organization.
This Organization will not be the sister organization of any political party.
This Organization will be guardian of total Limbuwanis.
This Organization will advice to unite all of the Limbuwani Party, Organization, Instructions who are divided them self. For the rights and welfare of Limbuwani people.
The pressure will be created with total means and Sources to those party and organization who are not united as per section 4.3 to be unite to solve the common problems of achieving Limbuwani territory (State) as a Citizen.
This Organization will be Conscious against them who will work against Limbuwan.
This Organization provides reorganization to the territory within historical 4 boundaries as per Sub-Section 7, Section 2 of this status.
This Organization will be free from party, post, salary, allowances and will work at the interest of rights of Limbuwan natives.
To achieve the objectives of this Organization it will coordinate with civil societies and related organizations wherever they are within country and abroad countries.
To achieve the objectives and to execute the policies of the Organization it will establish central Office and at 9 districts branch offices and units will be established.
Central executive Committee UK and Central Executive Committee of this Organization will be organizer and coordinator respectively.
If necessary at various countries where Limbuwani are residing at this Countries Civil Society Lipson Committee will be formed.
Chapter-3
Permission relating to membership
Necessary qualification to obtain the membership of the organization.
Person who is residing permanently or his/her an sectors within Limbuwan terrorist.
Person who is of 18 year old and not certified as the culprit at social moral and any crime.
One who fully accepts and follows the status of this society.
Membership Fee.
Expect founder members and life member of this Limbuwan Autonomous Civil Unity Society UK other should pay $ 10 to obtain the general membership of this organization.
This fee will be taken once while obtain the membership at first.
The founder member and life members of this organization should $ 50 (Fifty pound only) and $100 (Hundred Pound Only) in lump sum amount. If more than the stated membership charge will paid then special honor will be given.
For the stationary expenditure of this organization as per necessity levy will be collected from Area/Branch committee.
Special fee @ $10 per annum should be paid by the members of central council.
Among the membership fee, which will be collected with general members 50% amount, should pay compulsorily. Central Committee by Branch/Regional Committee.
If any support should provide for Limbuwan or if any awareness programmed within society has to conduct then amount will collected. Those collected amounts received as per such process with the name cost of donors 100% amount should deposit at Central Office within prescribed time by Branch Committee/Regional Committee.
On behalf of honorary member membership, charge will voluntary.
The received amount from membership fee should deposit at the fount of organization.
The name list of founder members and life member of this organization are stated at Schedule-2.
Custodian Member
As per the recommendation of central committee, any Limbuwani territory resident may obtain the custodian membership by Organization.
If any Limbuwani territory resident devoted towards this organization to obtain the membership of he/she may obtain the custodian membership after paying fee £00 (Five hundred pound only).
Honorary Member
Except Limbuwani if any person will provide his/her, valuation financial, social, academic, or satisfied co-operation and support at such Honorary Membership will be provided.
Disqualified or Lapse Of Membership
If died.
If resignation will be approved.
Certified as mentally retired.
If responsibility will not fulfilled.
Certified at the charge corruption.
If action will be taken at the charge of violence of code of conduct.
If 2/3 majority members of this organization will decided that one has performed his/her deeds against this status.
While action will be taken under section 4,5 &6 necessary opportunity for clarification will be given.
Chapter-4
Convention, Council & General Assembly
Central Convention
As the central convention of this Limbuwan Autonomous Civil United Society UK the following officials and members will be there.
Officials of central working committee members.
Members of central council.
Members of advisory committee.
All the officials of each & among regional/branch working committee.
Founders & life members of this organization.
Convention will be supreme power of this organization.
Convention will be conducted at each 3 years period at the prescribed time and place by working committee.
Before 30 days of convention date notice that will be issued to all the members.
Function, duties & rights of convention
To approve the status of organization and to amend the status as per necessity.
To elect the central working committee of the organization.
To approve the functions done by central working committee.
To approve the audit report submitted by auditor who is appointed by central working committee.
To prepare the strategic plan and action plan of organization.
To take action against the officials and members who will work against the interest of organization.
Necessary instruction will issue to central, regional/branch working committee.
To issue clear instruction for the ending of social & racial discrimination within Limbuwan territory.
Central Council
This Limbuwan Autonomous Civil United Society UK will have a central council.
There will be the following officials and members at central council.
Officials of central working committee and members.
Members of advisory committee.
Officials of each branch working committee.
Founder members & life members of organization.
The meeting of central council committee will be held as per necessity at the time and place as fixed by central working committee.
Functions, duties and rights of central council
If the meeting will not called but discussion about some serious issues has to held about Limbuwan autonomous united society UK then discussion will be held and recommendation with opinion will be provided about discussed issues to central working committee.
To perform necessary policy and strategic to solve the natural disaster, political crisis and social malpractice.
At the time of crucial situation about any issues to facilitate through recommendation to central working committee.
The meeting of the council will organization in a year at the place which will prescribe by central working committee.
General assembly
The general meeting of Limbuwani will be held under section 6-1, chapter 3 of this status within Limbuwani territory.
General assembly will be held once in a year at the place and time as fixed by central working committee.
At those places where the branch is established as per the decision of branch committee the general assembly will be organized once in a year at the prescribed place & date.
Functions of general assembly (Section 14 ka)
To evaluate the annual program.
To present the annual financial statement.
To select the new member.
To prepare the new working policy.
Chapter-5
Committees, functions, duties & rights
Advisory committee
Among the Limbuwanis they who has provided their special services at the field of social, economic, political, science, art and literature within society will be at advisory committee which will be formed at the prescribed members by working committee.
Advisory committee may provide necessary advice and suggestion to achieve the objection to working committee.
Advisory committee will be an internal organ of this organization.

The tenure of working committee will remain till 3 years period.
The formation of working committee will be at unanimous voting or majority system.
If any post of any official or any member of working committee will be vacant by any cause then the vacant post of such official or member will be fulfilled as per the decision of member of working committee.
If the wishing candidate for member of working committee he/she should apply with one proposer and one supporter at application among convention representation.
The election will be conducted by 3-5 members’ electoral body of convention for the election of official or member post of working committee.
At the election who will receive majority vote will be elected at working committee.
The meeting of working committee will be held at 6 months period but if any crisis within the society and Limbuwani will be occurred then emergency meeting may held at any time.
The quorum at the meeting of working committee will fulfill at the presence of 51% members.
Relating to 3 vice chairman of working committee except 17-2 chairman may provide responsibility of various fields.
Relating to official or member of working committee all the caste, gender and ethnicity will be incorporated will not consider any at member
If any official and members of working committee will not attain the meeting 3 times without any information or proper cause then working committee will decided to dismiss him/her from post.
Central working committee will be responsible towards central convention.
Every members of this organization should take oath as per schedule-1 of status.

Functions, duties and rights of chairman
To preside the meeting of working committee and convention.
To supervise, control and to issue direction to the members of working committee.
To issue direction to keep up dated statement of accounts of functions which are supported by the organization.
To conduct the organization as per prevailing rule and status.
If the vote will be tie at any agenda at the meeting of working committee then to poll (Caste) the decision vote on that.
Functions, duties and rights of vice chairman
To conduct all the functions of the organization at the absence of chairman.
To co-operate fully to working committee.
Functions, duties and rights of Secretary general
To work as a spokesperson of organization.
To call the meeting having taken advice by chairman.
To keep properly the records and documents of organization.
To record the decision at minute book which are passed at the meeting of working committee and convention and after signing on it by officials then such decision should executed.
To present the report of the organization at the meeting or convention.
To present the agenda for decision taken at the meeting.
To fulfill other responsibility which will be designated by the meeting.
Functions, duties and rights of Secretary general
Total functions of secretary general should at his absence.
To provide the statement of activities and information of regional/branch committee to secretary general.
Other prescribed works, which will be provided by working committee.
Functions, duties and rights of Treasurer
To keep the record of total accounts income, expenditures at ledger.
The receipt should provide to donation or fee, charge provider whether organization or person.
If any price or donation money will be provided to any organization or person by organization then receiver should take receipt compulsory.
The received money should deposit at the account of organization within 1 week at bank account.
To keep the total documents of fund at own responsibility.
To operate the bank account as per this status.
To present the report of fund at the meeting of working committee & convention.
For the operation of fund and for fiscal transformer if necessary policy and guide line are required then preparing them, should present to committee.
Functions, duties and rights of Joint Treasurer
At the absence of treasurer all the functions of treasurer should perform.
To provide support for fund mobilization to treasurer.
To fulfill other responsibilities as provided.
Functions, duties and rights of Communication chief
For the collection of news and to forward them, necessary mobilization of communication secretaries of regional/branch committee should perform.
To information about the approved programs and progress, report of central committee to Limbuwan and other is concerning authorities.
To collect news from various authorities, offices and to inform to this organization.
To handle total responsibility of communication.

Functions, duties and rights of Public relation
To handle total functions of Public relation.
Functions, duties and rights of Members
To perform the prescribed functions by working committee.
To help to execute the decision of working committee.
To keep continuous relationship and contact among Limbuwani citizens.
To inform the velocity and problems of Limbuwanis at the meeting of committee.
Formation of branch working committee.
At the areas where Limbuwani are residing at those areas branch working committee will be formed.
At the branch working committee among the resident of those area having crossed the age of 18 who have obtained the general membership under section 6-1 of chapter 3 of status will be illegible for officials and members and at such way the branch working committee will formed as per below.

Working committee should form under section 16-11 of chapter 4. The tenure will be of 3 years.
Every year the annual general meeting of the branch working committee will be held.
Branch convention will select the branch committee.

Various activities should be done without violating the section of this status.
To conduct social awareness programs to eradicate the social evils this may seen at Limbuwan civil society.
To perform actively the activities which will be fixed by central working committee.
To solve the local level problems, if not solved those should informed to central working committee.
To issue the membership and that should informed to central committee each every year.
Functions, duties and rights of Branch officials and members
Chairman
To preside the meeting of branch working committee and convention.
To attain the meeting if central committee will call for meeting to branch chairman.
If the vote will be tie at the meeting of branch committee then to caste decision vote.
To take leadership to make active to branch committee.
Vice chairman
At the absence of chairman, total functions of the branch committee should perform.
Secretary
To call the meeting of working committee at the advice of chairman.
To prepare the report and to operate functions.
Preparing of action plan and to present at assembly.
To execute the decisions of regular meeting & conventions.
Treasurer
To keep safe the statement of income, expenditure and finance.
To provide the statement of fund at assembly.
Communication secretary
To collect the news of branch and to sent them.
To facilitate to communication In charge.
(Relating to regional member) as per necessity according to section 3-6 central committee will recommend the name of one or more than one member at each region and regional members will be equivalent to central member.
Chapter-6
Financial management
Management of fund
For financial welfare and for the increment of social sensuousness organization will establish a fund.
The total capital which will be deposited at the fund will be kept at the ownership of Limbuwan Autonomous Civil United Society UK
To achieve the objections of organization as per the decision of committee, fund raising program may conduct among members and will collect.
Financial resources
The fees, which will be taken with founder member, life member, and general member of the organization.
The amount, which will be received as donation money and assistance amount by any organization or person.
Saving amount, which will be saved while conducting the various programs.
Movable and Immovable properties
The amount, which will be received as per sub-section 1,2,3&4 of section 21 of chapter 6 of status will keep as the movable properties.
The building, land, idols, statue, gift etc. which will be provided or presented by any organization or person will be kept as the immovable properties.
The historical documents, critics, articles of Limbuwanis logo stamp flag etc. of this organization will be permanent assets of fund.
Operation of fund
The fund will be kept at the bank, which will be convenience to open account for organization.
The fund will be operated by the joint signature among chairman, secretary general and treasurer.
The statement of fund, which will be conducted under branch committee, should be informed each year to central committee.
Auditing
The accounts of the organization should be audited compulsorily every year by auditor appointed by working committee.
If irregular expenses or dues will be fund at that condition recovery will be done with official of member, who has done irregular expenditures from the date of entry of such with 25% penalty money with irregular amount.
The irregular expenditures amount should refund within one month of auditing compulsory.
If the recovery will not be preformed or if irregular entries will not be fund within prescribed time under sub-section 3 of section 24 then penalty amount will be charged and recovered such amount according to the decision of working committee.
The auditing will be performed from recognized auditor as the decision made by working committee.
Chapter-7
Miscellaneous
The provision of financial support
If any financial support for any person or organization has to be done as per the decision of committee.
Management miscellaneous expenditures
As per necessity justifiable appropriate management expenditure, office expenditure and other miscellaneous expenditures will be done by working committee.
Such types of various expenditures, which are paid through various heading of account should approved by convention.
Amendment at status & rights of working committee
If any section, sub-section of status or whole status has to amend then working committee or any member should present the draft agenda at convention.
The drafted agenda for amendment, which will be presented as per sub-section A at the convention of organization will be deemed amended, which will be discussed thourolly and will approved by 2/3
To conduct the regular functions of the organization working committee may make various manuals, regulations, and directions under this status and prevailing laws.
If any barricade will appear while working as per this status then to remove such barricades, having taken decision by working committee such barricades will be removed.
Motion of no confidence
If any member or official of working committee will work against the spirit of this status then any member may place agenda of no confidence motion against him/her. If 2/3 majority of working committee will approve the motion of no confidence against anyone then he/she will dismissed from his/her post but to him/her the time for clarification will be given.
If any official or member of working committee will perform actions against this status at that condition 10% member, who are convention representative has to request to call the convention for vote of no confident motion with chairman of central working committee or if against chairman then to vice chairman the agenda should present. If such agenda will register then within 2 months the convention should call. At such convention if 51% present members out of total members will pass such agenda of vote of no confidence then such official or members will be dismiss.
If any official or member of branch working committee will perform work against the status of this organization, against him 51% member out of total member of branch working committee should apply with their signatures at working committee within 30 days of registration of such application, central committee will take decision of action against him/her with information.
Liquidation & protection
Before approval of this status whatever functions and decisions are done by this Limbuwan Autonomous Civil United Society UK will deemed done under this status and further more if will perform against the spirit of this status will deemed quashed.
Liquidation & quash of this organization
If 2/3 majority vote will approve the agenda of liquidation of this organization at convention then this organization will quashed.
If the organization will be liquidate then the total movable & immovable assets of this company will be managed as per 2/3 majority vote of members of convention.
If the situation under sub-section A of section 30 will occur then the opinion of custodian members will be taken.
Seal of the organization
Within the round, circle the map of Kumbhakarna (Faktanglung peak) mountain will be there at upper portion and lower portion of seal the name of this organization Limbuwan autonomous civil Unite society UK in Nepali & English version will be kept. At the lower side of mountain peak the date of incorporation of this organization (2066) 2010 will be written.
Logo of the organization
At the logo of this organization the historical background of Limbuwan Satrathum (Seventeen places) or the map of present 9 Districts will be kept.
Flag of the organization
The prevailing flag of Limbuwan will be the flag of this organization.
Office of the organization
The office of the organization will be established at the prescribed place by working committee.
The branch offices of this organization will be established at the prescribed places by working committee.
